The Citadel sits at the heart of Shalarag, serving as the residence of the ruling Cheon dynasty and the administrative centre of the city. It is heavily guarded, though church people are permitted to enter freely. Beneath the Citadel lies the Obsidian Prison, a terrifying underground dungeon used to hold both ordinary and special prisoners.
